2005 General Motors Wastewater Treatment Assets Sustainment Program (WTASP)
Oshawa, Ont. Plant, Glendale, Ont. Plant, Ontario / St. Catherines, Ont. Plant, and Parma, OH Plant
Enviro Matrix (EMLS) served as Project Engineer (PE) to The Benham Companies, LLC for the General Motors Corporation (GM) 2005 Wastewater Treatment Assets Sustainment Program (WTASP). GM retained Benham to be the design-build manager (DBM) for the 2005 WTASP activities for GM wastewater treatment plants (WWTPs). Benham retained EM as PE for 2005 WTASP activities including evaluation, engineering design and specifications, and studies for four (4) GM WWTPs:
- Oshawa, Ont. Assembly Plant;
- Glendale, Ont. Engine Plant;
- Ontario St. / St. Catherines, Ont. Components Plant; and
- Parma, OH MFD Plant.
EM provided engineering, technical specifications and project coordination services to Benham and GM throughout duration of the project. Major tasks EM performed included: development of Concept Report, Guaranteed Maximum Price (GMP), the design-build fee, and Appropriations Request reports; Upgrade and Feasibility Studies; construction documents including engineering specifications and shop drawings for UAW and CAW labor; project coordination between individual plants, Benham and GM central office; and interface with GM Energy and Utilities Service Group website for the WTASP documents and GM specifications.
The project involved studies and upgrade design at GM WWTPs. EM performed site visits and worked with WWTP Plant Manager and Site Utility Manager to assess critical plant needs.
Specific tasks performed by EM for the Oshawa, Ont. Assembly Plant were:
- Project tasks included: Instrumentation and Control Upgrades; In-Service Tank Inspections; Upgrade of Treatment Chemical Systems; Repair and / or Replacement of Miscellaneous Process Equipment; and WWTP Upgrade and Feasibility Study.
- Development of project documents including Concept Report (CR) and Guaranteed Maximum Price plan (GMP).
- Performed multiple site visits, assessed condition of existing equipment, collected data and documented current treatment process.
- EM developed the deliverable construction documents that conformed to GM specifications including Scope of Work (SOW), Bill of Materials (BOM), shop drawings, and GM and vendor specifications. Both CAW labor and other bid contractors used these documents.
- EM developed the deliverable Upgrade and Feasibility Study which included detailed study of current treatment process, equipment review, capacity and pump house evaluation, and recommended upgrades and improvements.
- Approproations Request (AR) report for 2006 WTASP, including cost estimates.
Specific tasks performed by EM for the Glendale, Ont. Engine Plant were:
- Project tasks included: Upgrade Wastewater Holding / Storage Tank; Repair, Installation and Insulation of Steam Condensate Pump and Piping; and Installation of Thermowell.
- Development of project documents including Concept Report (CR) and GMP.
- Performed site visit, assessed condition of existing equipment, and collected data.
- EM developed construction documents including engineering specifications and shop drawings for CAW labor. Construction documents conformed to GM specifications and included Scope of Work (SOW), Bill of Materials (BOM), shop drawings, and GM and vendor specifications.
- Approproations Request (AR) report for 2006 WTASP, including cost estimates.
Specific tasks performed by EM for the Ontario St. / St. Catherines, Ont. Components Plant were:
- Project tasks included: Upgrade Wastewater Holding / Storage Tank.
- Evaluate the existing secondary containment with respect to Ontario Ministry of Environment’s requirement for this tank.
- Development of project documents including Concept Report (CR) and GMP.
- Performed site visit, assessed condition of existing equipment, and collected data.
- Approproations Request (AR) report for 2006 WTASP, including cost estimates.
Specific tasks performed by EM for the Parma, OH MFD Plant were:
- Project tasks included: Ultrafiltration (UF) Feasibility Study.
- Development of project documents including Concept Report (CR) and GMP.
- Performed multiple site visits, assessed condition of existing equipment, collected data and documented current treatment process.
- EM performed the deliverable Ultrafiltration Feasibility Study which included a detailed study of current treatment process and upgrade options including installation of a replacement UF system, replacement in kind of existing equipment and conversion of existing equipment into an oil / water separator. The business case for each option was developed and presented to the client.
