Biosolids Application Permit – Chesterfield North Lagoon

Enviro Matrix, Inc (EMLS) was retained by Chesterfield Township to perform environmental and civil engineering tasks associated with closure and land reconfiguration at the Chesterfield North Lagoon. This involved the closure of three sewage lagoon cells, disposal of the sewage water contained within the three cells, and disposal of sludge (biosolids) remaining. The most cost effective and environmentally friendly method for biosolids disposal was bioremediation. Bioremediation at this site involved land application of biosolids. The proper amount of biosolids, determined through calculations, is applied in shallow layers over the existing soils. Biosolids are then incorporated with the existing soils by a method called disking. After one year of crop growth on the newly mixed soils, they are considered highly fertile soils, readily available for MDEQ pre-approved landscaping activities. Before land application of biosolids, a Residuals Management Program Development Document (RMP) [MDEQ Form: EQP 5852 (9/00)], from the State of Michigan Biosolids Land Application Program, must be properly filled out and approved. For completion of the RMP, numerous calculations, such as volume and weight of sludge, and soil samples must be performed.
Services performed included:
- Sewage water, sewage sludge, and soil borings sampled in (berm area) or around all three cells of Chesterfield North Lagoon.
- Schematics and specifications for construction of de-watering piping and operational procedures; including calculation of lagoon water and sludge volumes.
- Permits obtained. Closure plan approved by MDEQ; permit from Detroit Water and Sewer Division (DWSD) to discharge lagoon surface water into Detroit sewer line; and Soil Erosion Control Plan approved by Macomb Co. Road Commission.
- De-watering of the sewage lagoons into Detroit sewer as per DWSD flow and water composition requirements.
- Excavation, screening, and stockpiling of sludge. EM arranged for the removal of some of sludge exceeding MDEQ requirements for biosolids land application to disposal at a Type II landfill.
- RMP [MDEQ Form: EQP 5852 (9/00)] filled out. Required for RMP: soil samples taken and analyzed, from the area biosolids will be land applied.
- Risk-based corrective action (RBCA) evaluation of the site conditions that included evaluation of the soil conditions, exposure / migration pathways, and potential receptors, as well as a comparison of soil boring analytical data to pertinent generic cleanup standards.
- Collection of soil samples from the lagoon cell floors to verify soils are clean, in accordance with the requirements of Part 201 of Act 451, as amended 1994, for closure certification.
- Preparation of a closure report for the site that included Notice of Approved Environmental Remediation (NAER) document.
