Phase II ESA for property located at 353-363 State Street

Enviro Matrix Land SEA Corp. (EMLS) was retained by Parsons Brinkerhoff of Michigan, Inc. (PB) on behalf of the City of Detroit Department of Transportation (DOT) to conduct a Phase II Environmental Site Assessment (ESA) for the property located at 353-363 State Street, Detroit, Michigan. In April 2004, Madison Madison International (MMI) prepared a Phase I ESA for the five parcels of land bounded by East Park Place, Times Square Street, Cass Avenue and Michigan Avenue. The subject property (353-363 State Street) was one of five parcels included in a Phase I ESA prepared previously by others. A paved parking lot is currently located and operated at 353-363 State Street. A kiosk is located at the north end of the subject property. The Phase I ESA conducted by MMI, revealed two recognized environmental conditions (RECs) at the site:
Since the subject property is used as a parking lot and it cannot be determined if the lot has always been paved, there is the possibility of soil contamination from automobile fluids such as gasoline, engine oil, antifreeze and transmission oil, etc. MMI believes that subsurface soil contamination may exist in this lot. This is a REC.
Per Detroit Edison, the two existing pole-mounted transformers on the southern end of the subject property may be assumed as ‘PCB-contaminated.’ Since there is no record of leaks or maintenance on the transformers, MMI considers the existence of PCB-contaminated transformers is a REC.
The purpose of the Phase II ESA was to determine if the site or a portion thereof is considered a ‘facility,’ as defined by Part 201 of P.A. 451, of 1994, as amended. Specific activities conducted by EM during the Phase II ESA included:
- Installation of soil borings throughout the site based on location of REC’s.
- Specific chemical analysis of soil samples based on historic use and visual evidence of areas within the subject property.
- Geophysical survey of areas within the property suspected to contain underground storage tanks.
Laboratory results indicated that parameters sampled and analyzed for were detected below laboratory detection limits for volatiles and semi-volatiles. The soil samples analyzed for lead, cadmium and chromium concentrations detected above the laboratory detection limits and/or below the applicable criteria, in accordance with Part 201 Residential Generic Cleanup Criteria and Screening Levels, Act 451 of 1994, as amended. Based on visual and olfactory observations ring subsurface investigation and attached laboratory data, there was no contamination above the residential criteria associated with the current use as a parking lot and the existence of the ‘PCB-contaminated’ transformers at the subject property.
