Facility Environmental Assessment

Enviro Matrix Land SEA Corp. (EMLS) was retained to serve as the turnkey Environmental Consultant and Project Manager for the Facility Environmental Assessment (FEA), decontamination and demolition to the ground level of structures located at 75 West Main Street, Weatherly, PA (site). The site is bordered by Hazel Creek on the east, residences on the north, and residences and commercial businesses on the south and west. A wooded area is located east of Hazel Creek. The main building (about 130,000 sq. ft.) includes four (4) loading docks and a drive-in bay. The property (buildings and land) is approximately 17.0 acres. Five (5) building structures are located at the site: a large main building, a boiler house, three smaller outbuildings, and a propane shelter structure. As part of the FEA, EM prepared and submitted a Health and Safety Plan, a Quality Assurance/Quality Control Project Plan and a Work Plan for facility assessment, decontamination and demolition. EM and EKS (the subcontract firm assigned to asbestos and lead investigation and abatement plans) investigated and inspected the subject property. Based on analytical results obtained from RTI Laboratories, EM prepared a Facility Assessment Report, prepared the project specifications for use by a Trade Contractor. Pitsch Companies of Grand Rapids was selected as the Trade Contractor (TC) by EM to conduct the actual decontamination/demolition of the buildings.
Specific tasks performed by EM during the Facility Assessment Phase included:
- Gathering and review of historical information, such as available reports, construction drawings, and Borough of Weatherly records combined with visual observations and/or interviews.
- EM completed a facility environmental assessment report (FEA) to provide details of the survey work completed and recommendations for decontamination of the buildings prior to demolition. This included material and wipe samples of wood floors, machinery, ash in the stacks, residue oil on floors, residue dust, drain water, TV of sewers, etc. All samples were sent for analysis to RTI Laboratories of Livonia, MI.
- EM is working with the Trade Contractor and others to utilize recycle as a means of disposal for all appropriate materials. On-site, the concrete and bricks from the foundation shall be crushed and used as fill when the demolition is complete.
- Based upon EM’s FAR, EM wrote a CSI-format bid specifications package for the decontamination and demolition of the property. The bid specifications were used to hire a Trade Contractor. EM conducted a bidwalk, pre-bid meeting and bid review process, met with Township and County officials and the owner’s representative to select the Trade Contractor. EM retained the TC.
- Currently, EM has a full time Field Engineer/Technician (FT) onsite to monitor the decontamination and demolition proceedings. The FT is the same person whom EM utilized during the FEA process, and has first hand experience in this project’s abatement and demolition needs. The FT conducts daily meetings with the TC, oversees work progress, completes daily reports and remains in constant contact with EM’s project manager and home office.
- Some of the tools used by the FT for efficiency and communication include an on-site PC, internet connection, digital camera, handheld GPS unit and cell phones combined with company-provided van.

Decontamination / Demolition Specifications, Project Oversight during Decontamination and Demolition, and OCC Report

Enviro Matrix Land SEA Corp. (EMLS) was retained to serve as the Project Manager (PM) by Tier 1 Auto Supplier Corporation (F-M) to oversee the Facility Environmental Assessment (FEA), development of Decontamination / Demolition Specifications, conduct Project Oversight during Decontamination and Demolition, and write an Observation, Certification and Closure (OCC) Report for their plant in Weatherly, PA. The Weatherly plant included one (1) large, main building constructed throughout many years, and five (5) smaller outbuildings. The property is approximately 17 acres; buildings occupied approximately 3 acres. Black Creek runs north-south along the eastern side of the site, approximately 10 to 15 feet east of the main building. An open diversion / drain for natural spring water and upstream storm runoff traversed the site, cutting across the southwest corner of the main building. Remaining areas of the property contained grass and asphalt parking lots. The site had been vacated and buildings abandoned circa 2004. EM prepared the following documents: Health and Safety Plan; Quality Assurance / Quality Control Project Plan; Work Plan for facility assessment, decontamination and demolition; and Erosion and Sediment Control (E&SC) Plan. EM investigated and inspected the subject property and prepared a Facility Environmental Assessment (FEA) Report and project specifications. On behalf of F-M, EM applied for and was granted a General NPDES Permit for Stormwater Discharges Associated with Construction Activities. EM selected Pitsch Companies (Pitch) of Grand Rapids, MI as the Trade Contractor (TC) to conduct actual decontamination and demolition of the building structures.
Specific tasks performed by EM during development of Decontamination / Demolition Specifications, Project Oversight during Decontamination and Demolition, and OCC Report included:
- Oversaw installation of erosion and sediment control measures outlined in the approved E&SC Plan to protect Black Creek and the open diversion.
- Decontamination of all buildings prior to demolition, including requiring abatement and proper disposal of: asbestos containing material (ACM); lead-based paint; polychlorinated biphenyl (PCB) containing material; lab pack waste; universal waste; and contaminated ash and wood flooring.
- Daily onsite Field Engineer (FE) to oversee, coordinate, and manage the decontamination and demolition progress by TC and other subcontractors. The FE’s responsibilities included: signing and documenting all waste manifests; adherence to the specification and work plan; overall site management and communication with EM’s headquarters and F-M staff; handling of site inspections and security.
- Additional sampling and investigation to determine the presence of ACM, and condition of soils beneath aboveground storage tanks (AST’s) discovered during demolition in areas that were not accessible during the FEA.
- Designed and oversaw installation of a manhole to access a deep basement with an active spring.
- Designed and oversaw protection, proper covering and burying of the open diversion drain running beneath the main building.
- EM wrote and completed an OCC Report for the project. The report detailed the following: all environmental areas of concern; abatement techniques and results; demolition activities; and site restoration.
Unique aspects of this project included: crushing building materials from the demolished buildings (brick, block and concrete) to reuse as backfill onsite; imploding the base of an approximately 120 foot boiler stack during demolition activities; salvaging and donating historical items to the local Borough of Weatherly.
